That is accurate to my understanding, star. Interesting topic.
The bennies may be a bit different between CFL and AFL, but they are definitely DISTANT second cousins to the NFL.

Does anybody know where to find a payscale for rookie draft picks showing the average salary+signing bonus by position and round?

Here is the latest I was able to find:

CFL - Base - $ 36,000 / Avg. - $ 50,516 / High - $ 200,000 (unverified) (all in Canadian dollars, so discount by about 15-20%)

AFL - Base - $ 26,300 / Avg - approx. $ 37,500 / High - approx. $ 150,000 (each of these is typically incentivized though increasing their value as much as $ 15,000 if incentives are reached)

NFL - Base - $ 235,000 in 2006 - increases each year based on years of credit, veteran minimum with 4 or more seasons is $ 545,000 and can be higher with more years of experience. Most NFL contracts are incentivized and many players receive play pool money at the end of the year as well. These can increase pay by up to $ 200,000.

Here are the numbers for the NFL...

Years Experience - Minimum Salary
0: 230,000
1: $305,000
2: $380,000
3: $455,000
4-6: $540,000
7-9: $665,000
10+: $765,000
AFLScout
The AFL numbers are close to right on. There are a few things that are different though:

- AFL Contracts are done yearly. The average last season was $75,000 for starters and $35,000 for backups. That's quite a difference, but starters are rewarded in Arena. Most AFL teams also will pay for housing during the season, so players don't have to worry about that.

- The TV contract with NBC and the licensing deals are going to push up salaries, like it or not. Once the league becomes more stable, salaries will rise.
