i believe your correct about the resigning aspect . they don't detail the formula for comps but usually if the guy is a good starter , like berrian , you stand to get a 3rd unless you've picked up a free agent of similar ilk to offset the loss . i think they stack the picks at the end of the 3rd by order of draft position , so if det is awarded any 3rds they'll get pick 97 and so on. good luck with the comp
No one fully understands the formula used for the comp picks. However, it seems that a large part of the calculation is the actual contract that is signed by the departing player. A marginal player who wrangles a big contract is going to produce a better comp pick than a stud player who doesn't get the big contract. Free agents re-signed by their own team are not considered in the process. It's only the balance of players lost and new players signed.
You are not correct about the order of the comp picks. Last year's Rd 3 comp picks went to (in order): Washington, Cincy, Atlanta, and Baltimore. That clearly didn't reflect the draft order in 2008.
