I'm not sure. However, he can't be traded until he signs the tender. That's why a lot of these guys sit on the tender and don't sign it until mid way through training camp. Because they are technically not under contract.

All they did was franchise him. No team used an ERF this time.

The two first round picks is of course negotiable. It's just written in to give the team who has franchised the player the ability to say "screw you guys, I'm going home" in the event that the player has agreed to terms with another team, and his current team doesn't like the situation.

Not to mention it doesn't HAVE to be two first round picks. Teams van be flexible, last year KC tagged Jared Allen and then traded him for picks that weren't two first rounders. They could come to an agreement then pull the tag off and make any trade they want. They have til a deadline (which I am not sure when) to pull the tag or for the player and agent to come to a long term deal also.
